LibApps Header

This mockup tries to maintain the same current header while transitioning to BS5, and using a leaner CSS file that only includes the components we need for the header. This is the most conservative option, but the it's not rendering correctly (as you can see).

This is done because we want to update Libapps to BS5 before we do updates to the Information Architecture and design of the main website. So we want it to look and behave the same but using BS5. It's been too much work, so we might just use Header Current New.
